Foreign visitors need driving authorization that is valid in Sri Lanka and covers the appropriate vehicle class.
Sri Lanka’s Motor Traffic Act provides recognition for qualifying International Driving Permits (IDPs) issued under the applicable international convention, provided the permit remains valid, the driver carries it while driving, and the relevant conditions are satisfied.
There is also a process for issuing temporary Sri Lankan driving licences to foreign visitors. The Department of Motor Traffic publishes official information concerning foreign licence conversion and temporary licences.

Do Tourists Need a Driving Permit to Drive a Tuk Tuk in Sri Lanka?
If an International Driving Permit (IDP) is needed for your permit arrangement, obtain it in your home country before travelling to Sri Lanka.
The IDP should be valid and should show the vehicle categories you are authorized to drive.
Remember that an International Driving Permit does not replace your original national driving licence. Bring your original driving licence and IDP with you when travelling.

Documents We Need to Arrange Your Sri Lankan Driving Permit
The second image above shows an example of a covering permit issued through the Automobile Association of Ceylon.
It contains important information such as the driver’s name, foreign address, passport number, IDP number, country of origin, authorized vehicle type/category, validity period and date of issue.
The Automobile Association of Ceylon currently lists a Covering Permit among its motoring services.
What Does a Sri Lankan Covering Permit Look Like?
This depends on the vehicle categories/classes specifically authorized on your driving documents and permit.
Do not assume that receiving permission for one vehicle automatically gives permission to drive every other type of vehicle.
For example, if you plan to drive a tuk tuk, motorcycle and car during the same Sri Lanka holiday, tell us in advance. We can check which vehicle categories need to appear on the permit based on your existing driving authorization.
This is particularly important for a tuk tuk because it is a three-wheel vehicle, so the appropriate vehicle category must be covered.

The validity depends on the type of authorization issued and the driver’s circumstances.
For temporary licences issued to foreign visitors under the Department of Motor Traffic procedure, validity is subject to official rules and the visitor’s immigration/visa status. Therefore, travellers should not assume that every permit has the same validity period.
Always check the expiry date printed on your actual permit before driving.
